裡面的教會憲章說到非基督徒

16 那些尚未接受福音的人，則由各種方式走向天主的子民（十八）。其中首推那曾經領到盟約和承諾的（以色列）民族，按血統基督就是從此出生（參閱羅：九，4-5）。這一蒙選的民族，為了他們的祖宗，也是極可愛的，因為天主對自己的恩賜和選擇並無翻悔（參閱羅：十一，28－29）。可是，天主救人的計劃，也包括著那些承認造物主的人，其中首推回教徒：他們自稱具有亞巴郎的信仰，同我們一樣地欽祟惟一的、仁慈的、末日將要審判人類的天主。至於那些在幽暗和偶像中尋找未識之神的人們，天主離他們也不遠，因為賞給眾人生命、呼吸和一切的仍是天主（參閱宗：十七，25－28）， 而且救世者願意人人都得救（參閱弟前：二，4）。原來那些非因自己的過失，而不知道基督的福音及其教會的人，卻誠心尋求天主，並按照良心的指示，在天主聖寵的感召下，實行天主的聖意，他們是可以得到永生的（十九）。還有一些人，非因自已的過失，尚未認識天主，卻不無天主聖寵而勉力度著正直的生活，天主上智也不會使他們缺少為得救必需的助佑。在他們中所有的任何真善的成分，教會都視之為接受福音的準備（二十），是天主為光照眾人得到生命而賜與的。不幸多次有人為惡神所騙而神志昏迷，把天主的真理視為虛妄，捨造物主而事奉受造物（參閱羅：一，21及25），或醉生夢死好似天主不存在一樣，陷於失望的絕境。因此，為了增加天主的光榮，並為促進這千萬人的得救，教會便切記著吾主「往訓萬民」（谷：十六，16）的命令，用盡心思去推動傳教的工作。

2. From ancient times down to the present, there is found among various peoples a certain perception of that hidden power which hovers over the course of things and over the events of human history; at times some indeed have come to the recognition of a Supreme Being, or even of a Father. This perception and recognition penetrates their lives with a profound religious sense.
Religions, however, that are bound up with an advanced culture have struggled to answer the same questions by means of more refined concepts and a more developed language. Thus, in Hinduism men contemplate the divine mystery and express it through an inexhaustible abundance of myths and through searching philosophical inquiry. They seek freedom from the anguish of our human condition either through ascetical practices or profound meditation or a flight to God with love and trust. Again, Buddhism in its various forms realizes the radical insufficiency of this changeable world; it teaches a way by which men in a devout and confident spirit may be able either to acquire the state of perfect liberation, or attain, by their own efforts or through higher help, supreme illumination. Likewise, other religions found everywhere try to counter the restlessness of the human heart, each in its own manner, by proposing "ways," comprising teachings, rules of life and sacred rites.
The Catholic Church rejects nothing that is true and holy in these religions. She regards with sincere reverence those ways of conduct and of life, those precepts and teachings which, though differing in many aspects from the ones she holds and sets forth, nonetheless often reflect a ray of that Truth which enlightens all men. Indeed, she proclaims and ever must proclaim Christ "the way, the truth, and the life" (Jn 14:6), in whom men may find the fullness of religious life, in whom God has reconciled all things to himself (cf. 2 Cor 5:18-19).
至 於 那 些 心 地 善 良 、 承 認 有 神 的 非 信 徒 ， 天 主 教 會 認 為 ， 只 要 他 們 按 照 良 心 做 事 ， 事 實 上 天 主 的 救 恩 已 經 在 他 們 心 中 ， 但 同 時 指 出 ， 加 入 教 會 能 幫 助 他 們 發 揮 救 恩 的 效 力 ， 並 能 得 到 團 體 的 支 持 。 因 為 信 仰 並 非 個 別 人 仕 與 天 主 的 「 私 事 」 ， 卻 在 團 體 之 中 ， 才 能 體 現 信 仰 的 其 他 幅 度 。 因 此 傳 揚 福 音 是 每 位 基 督 信 徒 的 使 命 ， 也 是 教 會 的 特 質 。 而 人 在 追 尋 真 理 的 路 上 最 重 要 是 保 持 一 個 開 放 的 態 度 ， 不 要 把 自 己 當 作 真 理 的 「 唯 一 」 承 繼 人 ， 拒 絕 與 人 分 享 ， 這 肯 定 不 是 那 位 真 神 所 願 看 見 的 。
